The operating environment and integration boundaries are concrete enough to investigate.

The target infrastructure and deployment constraints are known at a useful level.
Required interfaces, systems, tools, or model dependencies have been identified.
A bounded technical path exists for testing the central assumption.
04 / Governance and authority

Ownership, oversight, and consequences of error shape the work from the start.

A responsible owner can make or sponsor the next decision.
Human review, escalation, and prohibited actions can be defined for a test.
Relevant security, legal, policy, acquisition, and authorizing stakeholders are identifiable.
05 / Evaluation and evidence

The team knows what evidence would change the decision.

The most important uncertainty or assumption can be stated plainly.
Measures and acceptance criteria can be tied to the intended use and consequence of error.
The team is prepared to document limitations, failures, and unfavorable results.
06 / People and adoption

Users, operators, sustainers, and affected stakeholders can shape the capability.

Representative users can participate in framing or evaluating the work.
Training, workflow change, maintenance, and support needs are being considered.
There is a plausible owner and path for the capability if evidence supports continuing.
